The Wisconsin Department of Safety and Professional Services (DSPS) licenses plumbers statewide. Credentials include Master Plumber, Journeyman Plumber, Plumbing Apprentice, and the narrower Restricted Appliance and Restricted Service master, journeyman, and learner credentials.

The Restricted Appliance credentials are a limited plumbing license; ask to see a full Master or Journeyman Plumber credential, or confirm the restricted license covers your job. Permits are handled by the local municipality.

Instant discounts taken off the invoice at purchase: at least $300 for a heat pump water heater (3.3 UEF or higher, under 120 gallons), at least $100 for a gas tankless (0.87 UEF or higher), and at least $200 for an indirect water heater paired with a 90%+ boiler.

IRA Home Electrification and Appliance Rebates (HEAR)

Focus on Energy for the Public Service Commission of Wisconsin · Active

Up to $1,750 for an ENERGY STAR electric heat pump water heater. Project caps are 100% of costs up to $14,000 for households below 80% AMI, and 50% of costs up to $14,000 for households at 80–150% AMI.

Income-qualified (150% AMI or less); complete income qualification first; install through an IRA Registered Contractor or buy at a participating store (self-install allowed for heat pump water heaters); one IRA program at a time.
