Horizon West isn't a city, so a water heater swap needs a $38 Orange County plumbing permit; power comes from Duke Energy or OUC. The county adopted this southwest 'villages' plan in 1995 for about 20,700 acres of former citrus groves. About 74% of its roughly 23,800 homes were built in 2010 or later (Census estimates), so most heaters are original builder units due for their first replacement.
Horizon West is an unincorporated community in Orange County, so county offices handle permits.
01 / TYPICAL PRICES

AI equipment illustrations; models vary and images are not to scale. Typical national prices from Home Depot ↗, checked September 28, 2026. The source doesn’t say how many jobs the ranges are based on. These are not Horizon West averages or guaranteed quotes.
An electrical permit might also apply. For gas work, the gas permit is priced by job value: $64 for the first $1,000 plus $6 for each extra $1,000. Jobs above $5,000 need a recorded Notice of Commencement.

HOMES IN HORIZON WEST
About 74% of homes were built since 2010, so many original water heaters are reaching the age when replacement planning makes sense.
86% of homes heat with electricity, which usually means an electric water heater. It’s worth getting a price on a heat pump model too.
U.S. Census Bureau, American Community Survey ACS 2024 5-year ↗ (2020-2024). Heating fuel is what homes use to heat the house. It often, but not always, matches the water heater’s fuel.
LOCAL CONDITIONS
About 59% of Horizon West homes were built in the 2010s and another 15% since 2020 (Census estimates). Many heaters are the originals the builder put in, so most replacements are the same type of heater in the same garage spot.

About 10.5% of Horizon West households heat with utility gas, well above most Orange County communities we looked at (Pine Hills, Azalea Park and Hunters Creek are under 5%). If a home already has a gas line, a gas replacement or tankless upgrade is easier than in older all-electric areas.

Orange County Utilities opened its Malcolm Road Water Supply Facility in November 2021, with six wells and approval to pump 4 million gallons a day, to serve more than 31,000 Horizon West households. OCU says its Floridan Aquifer water needs little treatment besides disinfection and aeration to remove natural hydrogen sulfide.

PERMITS & LICENSING
Orange County's 'Do I need a permit?' page: a water heater replacement needs a plumbing permit, possibly with an electrical permit. You get the stand-alone plumbing permit on Fast Track, the county's online system, and the job must pass a final inspection.
