Company reply and outcome: The business owner replied the same day that the home warranty requires the temperature to be included in the diagnosis, and that the high temperature was why the new heater was denied. They suggested following up with the warranty company.

Ask before booking: If a home-warranty company is involved, ask what the technician will record on the diagnosis report, and ask which add-ons, such as a drain pan, are required by code for your installation location.
